The centre accused Pinarayi Vijayan's government of Kerala for diluting and violating the MHA guidelines by opening restaurants and buses for the people.
Kerala was one of the first few states to have issued a lockdown after the reports of COVID-19 cases seemed to increase in the state. On April 15th PM Narendra Modi issued a complete lockdown up until May 3rd encouraging people to stay at home. However, the Center has now sent a letter to the state stating that they have violated certain MHA guidelines of the MHA order dated April 15th 2020 issued under the Disaster Management Act 2005 that were issued in the wake of COVID-19 lockdown. Kerala has now allowed for some activities in the state including the travel in buses for shorter distance and also the opening of restaurants. The relaxation is been allowed in two zones while allowing private vehicles to move on odd-even basis. It was mentioned in the PM's announcement that states will receive certain relaxation from April 20th onwards after proper evaluation of some non-containment zones.
Take a look at how the state minister responded to the same:

We've given relaxations abiding by directions issued by Centre. Centre may have asked for an explanation, due to some misunderstanding. Once we give an explanation, I hope the issue will be solved.
