While players like Vijay Shankar, Dinesh Karthik, Ravindra Jadeja made it to the list, Rishabh Pant, recipient of ICC Emerging Player of the year at 2018 ICC Awards, is exempted from the team. Also, Ambati Rayudu, who was suspended from bowling in International Cricket in January this year, will stay out of the game. While the tussle was between Vijay Shankar an Ambati Rayudu, the committee went with Shankar as he has the caliber to be a three-dimensional player.
Pant has lot of talent, lot of time. It is just unfortunate that he has been missed out. We have seen Dinesh Karthik finishing matches under pressure:

Five Selector Committee made the decision and we have our Twitter Committee questioning or agreeing to them. While some are all pumped up for May 30, there are set of Cricket Fans who are not happy with the exclusions.
Would not have mind Pant but...

Pant is just 22 years old & will get many opportunities.
Karthik is 33 & unlucky to be born in the era of MS Dhoni. It's his last chance to play a World Cup & he deserves it too as he has justified himself on several occasions.#CWC19 #India
On Pant: "Definitely a case where we debated in length. We all were in unison that either pant or DK will come in only when Mahi is injured. In an important game wicket keeping is also important. That’s the reason we went with Dinesh Karthik" - MSK Prasad

While Pant will be a bit confused given that he is the test keeper but has been left out on wicketkeeping skills, this caps an astonishing sequence of events for Dinesh Karthik. From being down and out in life to being at the World Cup. It is a story of hope.

Respect for the Selection committee. In the era of knickers they dropped pant. #CWC19 pic.twitter.com/GLkmNX1jTa

Jadeja and Vijay Shankar both make the cut as I thought. Overall, very balanced side. Must feel for Pant though. Lost out marginally. But also lesson for him to improve his wk skills https://t.co/7Hqz0XSMLe

It's hard to be Dinesh Karthik in this world.

His 1st Wife cheated him.
His best friend Murali Vijay stabbed on his back.
Lost his place in Indian side to M.S.Dhoni in 2006.
Still there he is in 2019, still fighting with wounds, Not giving up, Working hard. #DK #WorldCup2019 pic.twitter.com/DSV2YIONUS
